Body
WHEREAS, Operation Breakthrough began in 1971 as the St. Vincent's Family Services Center, as a response to requests from parents in the central city for quality child care for children of the working poor; and,
 
WHEREAS, since its beginning, Operation Breakthrough has grown to a nationally accredited program offering a variety of services to families, including health, dental, and vision care, mental health treatment, speech and occupational therapy, case management, and emergency aid; and,
 
WHEREAS, additionally, Operation Breakthrough began with fifty infants, toddlers, and preschoolers and has since expanded to include before- and after-school programs serving over 500 children ages six weeks to eighteen-years-old; and,
 
WHEREAS, since its inception, Operation Breakthrough's employees and volunteers have provided a safe, loving, and educational environment for an estimated 10,000 Kansas City children; and,
WHEREAS, the comprehensive care families receive at Operation Breakthrough has had a significant impact on their lives, as well as on the community as a whole; and,
 
WHEREAS, Operation Breakthrough will celebrate this milestone anniversary with a Street Festival to be held September 10, 2011, an event that is billed as the "Biggest Family Reunion" in Kansas City; now therefore,
 
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby congratulates Operation Breakthrough on the occasion of its 40th anniversary and extends sincere best wishes for continued success in the future.
 
Enacted and Approved
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
