Title

A RESOLUTION acknowledging the participation of Jackson County in the sales tax holiday authorized by Senate Bill 11, Laws 2003, and to exempt from the countywide sales tax all sales of certain clothing, personal computers, computer software, and school supplies, occurring within the boundaries of Jackson County during the period beginning at midnight on August 13, 2004, and ending at midnight on August 15, 2004.

Body

WHEREAS, ten states and the District of Columbia have held a sales tax holiday during the past five years, saving consumers hundreds of millions of dollars in sales taxes while simultaneously stimulating the local retail economies of those states ; and,

 

WHEREAS, the Missouri General Assembly, during its regular 2003 session, determined that a limited sales tax holiday would benefit Missouri's citizenry and the state's economy; and,

 

WHEREAS, the General Assembly enacted Senate Bill 11 which establishes a sales tax holiday in Missouri on certain purchases of clothing, shoes, school supplies and computers from August 13 through 15, 2004, a time when parents and students across Missouri will be preparing for the return to all levels of schooling, including elementary and secondary schools as well as colleges and universities; and,

 

WHEREAS, Senate Bill 11 also authorizes local governmental bodies including counties and cities to independently decide whether to participate in the sales tax holiday; and,

 

WHEREAS, the Jackson County Legislature considers the sales tax holiday an important means of reducing the sales tax burden on its citizens, of assisting parents and students in preparing for another year of study and education, and a means of stimulating retail sales and attracting shoppers from across the region to Jackson County; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby states its intention to participate in the sales tax holiday authorized by Senate Bill 11 and to exempt from the countywide sales tax sales of certain clothing, personal computers, computer software, and school supplies, as set out by law, occurring within the boundaries of Jackson County during the period beginning at midnight on August 13, 2004, and ending at midnight on August 15, 2004.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
