Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, pursuant to Resolution 9643, the County entered into a contract dated April 29, 1993 with Government Systems, Inc., for the furnishing of an on-line recorder's system (software) for u e by the Records Department; and,
WHEREAS, in the course of the installation of the system, additional needs and requirements of the Records Department were identified by it and the County's MIS Department, which needs can only be provided by the original vendor of the proprietary software system, Government Systems, Inc.; and,
WHEREAS, the Purchasing Director, the Director of Records, and the Director of County's MIS Department all recommend that the original contract with Government Systems, Inc., of Dallas, TX, be amended to provide for the additions and modifications to the software system and the furnishing
of maintenance thereon, in accordance with the Addendum to Contract attached hereto; and,
WHEREAS, the Purchasing Director further recommends that it not take competitive bids with regard to said contract for the reason that Government Systems, Inc. of Dallas, TX, is the only vendor able to provide the supplementary services and product with regard to the licensed, proprietary software system of the County Recorder's Department; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the Purchasing Director be, and hereby is, authorized to execute for the County the attached Addendum to the Contract with Government Systems, Inc. of Dallas, TX, for the furnishing of additional needs and maintenance of the on-line recorder's system for use by the Records Department, in an amount not to exceed $26,320.00; and,
BE IT FURTHER RESOLVED that the Manager of the Division of Finance is authorized to make all payments including final payment on the amended contract thereby made.
Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of he Legislature.
