Body
WHEREAS, by Resolution 21062, dated October 3, 2022, the Legislature did award a twelve-month term and supply contract with one twelve-month option to extend to Blue Cross Blue Shield of Kansas City, MO for group health insurance for Jackson County associates; and,
WHEREAS, the Blue Cross Blue Shield contract will continue to provide five types of health care plans which are Health Maintenance Organization (HMO), Preferred Provider Organization (PPO), Qualified High Deductible Health Plan (QHDHP), Exclusive Provider Organization (EPO), and Qualified High Deductible Health Plan (QHDHP w/Spira); and,
WHEREAS, the contract renewal rate from Blue Cross Blue Shield will increase approximately 8% across all plans; and,
WHEREAS, Blue Cross Blue Shield will be implementing a Copay Card Accumulator Adjustment Program (CCAA) and Variable Copay Solution (VCS) program for associates; and,
WHEREAS, CCAA prevents copay dollars from being included in members’ deductibles and out-of-pocket maximums and the funds contributed are used to buy down member cost share at point of sale; and,
WHEREAS, VCS will bring actual savings to the plan by maximizing the available copay assistance and is only available to HMO, PPO, and EPO health plans; and,
WHEREAS, for 2024, Blue Medicare Advantage plan, the premium will be $230 per month; and,
WHEREAS, Medicare Advantage plan will include $2,000.00 in preventive and comprehensive dental care and $1,000.00 in Blue Benefit Bucks to be used for vision, hearing aids and transportation; and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Human Resources recommends the award of a twelve-month term and supply contract for the furnishing of group health insurance as an employee benefit to Blue Cross and Blue Shield of Kansas City, MO; and,
WHEREAS, this award is made on an as needed basis and does not obligate the County to pay any specific amount, with the availability of funds subject to annual appropriation; and,
WHEREAS, the total monthly premium costs for 2024 by plan type and rate option for current associates are as follows:

now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Human Resources and that the Director of Finance and Purchasing be and hereby is authorized to execute any and all documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing be and hereby is authorized to make all payments including final payment on the contract, to the extent that sufficient appropriations to the using spending agencies are contained in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
