A RESOLUTION in honor of Women’s History Month recognition is due to former Mayor Kay Barnes a trailblazer and community leader.

RESOLUTION NO. 21889, March 31, 2025

 

INTRODUCED BY DaRon McGee and Donna Peyton, County Legislators

 

 

Body

 WHEREAS, Ms. Barnes was born in 1938 to Beverly and Fredrick Barnes in St. Joseph, MO; and,

 

WHEREAS, Ms. Barnes earned her bachelor’s degree in secondary education from the University of Kansas, a Master’s in secondary education, and a Master’s in public administration from the University of Missouri - Kansas City, she is also a member of Kappa Kappa Gamma sorority; and,

 

WHEREAS, Ms. Barnes was elected the first woman mayor of the City of Kansas City from 1999 to 2007, she was instrumental in the redevelopment of downtown in Kansas City, MO during her tenure as mayor; and,

 

WHEREAS, Ms. Barnes was founder and president of Kay Waldo, Inc. a human resources development firm that specializes in leadership development, team building, and time management; and,

 

WHEREAS, Ms. Barnes has worn many distinguished hats including, Professor for public leadership within the Hauptmann School for Public Affairs at Park University, she was a former Mayor, Kansas City, Missouri, and chairperson for the Tax Increment Financing Commission for the City of Kansas City, Missouri, Representative-at Large, 4th District, City Council of Kansas City, Missouri, President, Kay Waldo, Inc., Representative-at-Large, 4th District, Jackson County Legislature, Missouri, as well as a host of many other community and leadership positions making her astute in her endeavors; now therefore,

 

 BE IT RESOLVED that the Jackson County Legislature hereby honors former Mayor Kay Barnes and her commitment to public service, efforts as a public servant in the Jackson County community.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
