AN ORDINANCE appropriating $3,000,000.00 from the undesignated fund balance of the 2023 Health Fund in acceptance of funds from the opioid class action legal settlement and authorizing the County Executive to enter into an agreement with University Health for the purpose of constructing a new opioid treatment center.

INTRODUCED BY Jeanie Lauer and Megan L. Marshall, County Legislators

 

Body

 WHEREAS, in December of 2022 Jackson County received $1,457,685.00 in settlement funds from the class action lawsuit against opioid manufacturers; and,

 

WHEREAS, additional funds in the amount of $1,542,315.00 are expected to be received this year, for a total amount for 2023 of $3,000,000.00 in settlement revenues from the lawsuit against opioid manufacturers; and,

 

WHEREAS, these funds were received too late to be added to the projected budget for 2023; and,

 

WHEREAS, the projected amount of settlement funds Jackson County will receive over the next decade is $10,000,000.00; and,

 

WHEREAS, the opioid epidemic is still a pressing problem in Jackson County and the County and its residents are in need of a new specialized opioid treatment center; and,

WHEREAS, the County Executive is hereby authorized to enter into an agreement with University Health to build a new opioid treatment center on its Hospital Hill campus; and,

 

WHEREAS, a transfer and appropriation are necessary to place the funds into the proper spending account; now therefore,

 

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following transfer and appropriation from the undesignated fund balance of the 2023 Health Fund be and hereby are made:

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
