IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title AN ORDINANCE transferring $90,291.00 within and appropriating $902,912.00 from the unappropriated surplus of the 1999 Anti-Drug Sales Tax Fund to cover a grant received from the Missouri Department of Public Safety for the "Night Light/Sentenced to the Arts" programs and the transfer of matching funds, and authorizing the County Executive to execute Agreements with Pan Educational Institute and Central Missouri State University at a cost to the County not to exceed $443,950.00 and $13,536.00, respectively. Intro ORDINANCE #2967, October 11, 1999 INTRODUCED BY Dan Tarwater, County Legislator Body WHEREAS, the Missouri Department of Public Safety has awarded a grant to the Prosecuting Attorney's Office for its Night Light/Sentenced to the Arts" programs; and, WHEREAS, under the Night Light program, the Jackson County Family Court, the Kansas City, Missouri Police Department, and the Independence, Missouri Police Department will form a collaborative effort to provide evening and late night supervision to youth who are considered high risk for re-offending; and, WHEREAS, Pan Educational Institute (PEI) will oversee and implement the Sentenced to the Arts program, in cooperation with the Jackson County Prosecutor's Office and the City of Kansas City; and, WHEREAS, PEI will also contract with Alternative Schools Network Association and community art organizations, and will be the intermediary between the Jackson County Prosecutor's Office, the City of Kansas City and the artists involved in the programs; and, WHEREAS, Central Missouri State University shall provide evaluation services to determine the effectiveness of the Sentenced to the Arts program; and, WHEREAS, the total state share of the grant is $812,621.00 with a local match of $90,291.00, for which a transfer and appropriation are necessary; and, WHEREAS, in order to accept this grant, a transfer within and an appropriation from the unappropriated surplus of the 1999 Anti-Drug Sales Tax Fund are necessary; and, WHEREAS, the County Executive recommends said transfer; now therefore, BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following transfer and appropriation be and hereby are made: DEPARTMENT/DIVISION CHARACTER/DESCRIPTION FROM TO Anti-Drug Sales Tax Fund Grant Match 008-4135 6798 - Grant Match $90,291 Increase Revenue 812,621 008-2810 Unappropriated Surplus 902,912 008-2810 Unappropriated Surplus 902,912 Circuit Court Family Court Night-Light/Sentenced to Arts 99-00 008-2156-5010 Regular Salaries 202,956 008-2156-5040 FICA 15,526 008-2156-5050 Pension 16,236 008-2156-5060 Insurance 25,920 008-2156-5070 Unemployment Compensation 1,015 008-2156-5110 Worker's Compensation 2,841 008-2156-6120 Mileage/Car Allowance 8,708 008-2156-6210 Advertising 350 008-2156-6360 Life Insurance 418 008-2156-6080 Other Professional Services 152,550 008-2156-6643 Mobile Phone/Pager Rental 3,006 008-2156-8150 Office Furniture 3,900 008-2156-8171 Personal Computers 12,000 Prosecuting Attorney Night Light/Sentenced to Arts 99-00 008-4175-6790 Other Contractual Services 457,486 and, BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute Agreements with Pan Educational Institute and Central Missouri State University, copies of which are attached and incorporated herein by reference; and, BE IT FURTHER ORDAINED that the Director of the Department of Finance be and hereby is authorized to make all payments including final payments on the Agreements...Attorney Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
