Body
WHEREAS, Lee's Summit Parks and Recreation Director J. Thomas Lovell, Jr., has received the "Fellow Award," one of the highest honors given by the Missouri Park and Recreation Association; and,
WHEREAS, to be eligible for the Fellow Award, a nominee must have a minimum of 10 years experience in leadership and service to the association and the community; and,
WHEREAS, Tom received letters of recommendation, a critical part of the nominating process, from Mayor Karen Messerli, Tom Tougas and Garey Reeves, current and past park board presidents, and other officials; and,
WHEREAS, Tom has served the Lee's Summit community as Director of Parks and Recreation for more than 23 years, with nearly 30 years of experience in the industry; and,
WHEREAS, he provided invaluable leadership and initiative in the development of "Legacy for Tomorrow," a citizen-based visionary plan for Lee's Summit Parks and Recreation; and,
WHEREAS, "Legacy for Tomorrow" resulted in the passage of a 3/8 cent sales tax, which will provide for the development of a 700-acre community park and the establishment of a greenway around the City of Lee's Summit and numerous neighborhood parks; and,
WHEREAS, Lee's Summit Parks and Recreation was also one of two parks departments to win the "Outstanding Program Award" for its "Itty Bitty Sports" programs; and,
WHEREAS, Tom currently serves on the Board of Regents of the Business Institute at Oglebay, an extension of North Carolina State University in cooperation with the National Recreation and Parks Association, and he also served as an instructor in the program; and,
WHEREAS, he has served as chairman and instructor of the Supervisory Management School at Oglebay and President of Rotary and Optimist Clubs in Lee's Summit; and,
WHEREAS, he was a founding member and first-chairman of the Kansas City Metropolitan Parks and Recreation Directors Association, an association of over 28 political subdivisions in the Kansas City area; and,
WHEREAS, Tom has made numerous presentations on various topics, authored several articles for state and national publications, and conducts team-building seminars for both private and public organizations; and,
WHEREAS, Tom has been happily married to Susan for more than 31 years, and together they have one son, John, one daughter, Mason and her husband, Bob, and two grandchildren, Emma and Ethan; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends Lee's Summit Parks and Recreation Director J. Thomas Lovell, Jr., upon receiving the Missouri Parks and Recreation Association's "Fellow Award."

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
