WHEREAS, E. Frank Ellis is retiring as the Chief Executive Officer of Swope Community Enterprises; and,
WHEREAS, in 1971, Mr. Ellis founded Swope Health Services in the basement of the Metropolitan Baptist Church as an enterprise designed to fill the need for primary health services to those who fell through the cracks of the health care system; and,
WHEREAS, throughout Mr. Ellis's years of service, Swope has blossomed into many new programs and outreach services aimed to meet patients' needs in the Kansas City community; and,
WHEREAS, Mr. Ellis has been an active and engaged civic leader, serving such organizations as the Heart of America Boy Scouts, Rockhurst University, the Economic Development Council of Kansas City, the Greater Kansas City Community Foundation, Starlight Theatre, and the Midwest Research Institute Board of Trustees; and,
WHEREAS, Mr. Ellis has received numerous leadership honors and awards, including the 2011 Business Hall of Fame Laureate from Junior Achievement of Middle America, Inc., Top 25 Most Influential Lifetime Achievement Honoree for 2009 from the Kansas City Globe, a 2007 honor as Difference Maker of the Year from the Urban League of Greater Kansas City, Power Elite 2007 from Ingram's Magazine, and Notable Ten to Watch in 2007 from Kansas City Business Journal; and,
WHEREAS, Mr. Ellis will continue to serve Swope Community Enterprises as Founder and Chairman Emeritus; and,
WHEREAS, Mr. Ellis is the consummate example of how hard work and dedication can make a difference in the health and well-being of our community and Jackson County has benefited from his service; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby congratulates E. Frank Ellis on his retirement and extends best wishes to him in the future.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
