Body
WHEREAS, the Purchasing Director has solicited formal written bids on Bid No. BB200540 for the monitoring and repair of park alarms for use by the Parks and Recreation Department to provide for departmental needs for the upcoming one-year period; and,
WHEREAS, pursuant to Section 1054.6 of the Jackson County Code, 1984, the Director of Purchasing recommends the award of a twelve month (12) term and supply contract for the furnishing of monitoring, repairs and parts for park alarms for use by the Parks and Recreation Department to Phase One Security, Inc., d/b/a Dynamark Security of Blue Springs, MO, under the terms and conditions of Invitation to Bid No. BB200540; and,
WHEREAS, the only other bid received was determined to be non-responsive; and,
WHEREAS, the following is a summary of the costs for annual monitoring fees , repairs and parts associated with the award of the term and supply contract:

$11,105.40 35% $65.00 (Reg. Hrs)
$85.00 (emergency, weekends,
holidays, and evenings)
and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchase is subject to annual appropriations; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made to Phase One Security, Inc., d/b/a Dynamark Security of Blue Springs, MO, under the terms and conditions of Invitation to Bid No. BB200540 and that the Director of Purchasing be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments to the extent that sufficient appropriations are available.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

Fiscal Note
There is a balance otherwise unencumbered to the credit of the appropriation to which the expenditure is chargeable and there is a cash balance otherwise unencumbered in the treasury to the credit of the fund from which payment is to be made each sufficient to provide for the obligation not to exceed $11,105.40 for an annual monitoring fee herein authorized.
This award is made on a need basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases other than the annual monitoring fee will, of necessity, be determined as each using agency places its order.
