Body
WHEREAS, by Ordinance 2428, dated July 17, 1995, the Legislature has proposed to abolish the Insurance Commission; and,
WHEREAS, the Legislature believes that the insurance requirements of the County can be adequately met through the creation of a commission charged with the duty to review the County's insurance plans and address the County's needs and problems, and therefore the Legislature recommends the creation of the Risk and Insurance Commission; and,
WHEREAS, the Risk and Insurance Commission shall be comprised of the Chairman of the Finance and Audit Committee, Chairman of the Health and Justice Committee, Legislative Auditor, Manager of Finance, and Personnel Director; and,
WHEREAS, in addition, staff support for this Commission shall be comprised of the Risk Manager and Director of Purchasing, along with the County Counselor or her designee who shall serve in an advisory capacity; and,
WHEREAS, the Chair of the Risk and Insurance Commission shall be the Chairman of the Finance and Audit Committee; and,
WHEREAS, said Commission shall be formed to meet on a monthly basis to assess Jackson County's insurance needs and problems and shall apprise the Legislature of any known risks to the County and the County's ability to insure those risks; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
Section A. Enacting Clause. Chapter 76, Jackson County Code, 1984, consisting of sections 7600., 7601., and 7602., is hereby enacted, to read as follows:
7600. Risk and Insurance Commission, Membership.
There is hereby established the Risk and Insurance Commission, consisting of the Chairman of the Legislature's Finance and Audit Committee, Chairman of the Legislature's Health and Justice Committee, Legislative Auditor, Manager of the Division of Finance, and Personnel Director.
7600.1 Chairman.
The Chairman of the Finance and Audit Committee shall serve as the Chairman of the Commission.
7601. Risk and Insurance Commission Duties.
The Risk and Insurance Commission shall review the County's insurance plans, assess the County's insurance needs and problems, and advise the Legislature and Administration of the known risks to the County and the County's ability to insure against these risks.
7601.1 Meetings.
The Commission shall meet no less frequently than monthly, unless otherwise determined by vote of its membership.
7602. Risk and Insurance Commission, Support Staff.
The Risk Manager, Director of Purchasing, and County Counselor shall serve in an advisory capacity and provide support staff to the Commission.

Effective Date: This Ordinance shall be effective immediately upon its passage by the County Executive.
