Body
WHEREAS, by Resolution 15638, dated September 26, 2005, the Legislature did adopt the National Incident Management System (NIMS); and,
 
WHEREAS, NIMS is part of an effort to establish a single, comprehensive approach to domestic incident management to ensure that all levels of government across the nation have the capability to work effectively together using a national approach to domestic incident management; and,
 
WHEREAS, the adoption of NIMS is a precedent for federal emergency preparedness grants for local government, and the support of NIMS is required by FEMA to be reconfirmed every two years; and,
 
WHEREAS, failure to adopt NIMS as the requisite emergency management system may preclude reimbursement to political subdivision for cost expended for training and preparation for such disasters or emergencies; and,
 
WHEREAS, the County has already taken steps through the Sheriff's Office to provide for an effective unified command structure in response to a critical incident; and,
 
WHEREAS, the Safety Coordinator/EMD has already taken the initiative for the County's preparedness to respond to critical incidents; and,
WHEREAS, the Jackson County Department of Public Works will continue to work with the Jackson County Sheriff's Office and other local government resources to coordinate compliance with NIMS; and,
 
WHEREAS, reconfirmation of the National Incident Management System is in the best interest of the health, safety, and welfare of the citizens of Jackson County; now therefore,
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri reconfirms its support for the National Incident Management System and the unified command model continues to be recognized as the policy for emergency planning and unified emergency command in preparing for and responding to for and responding to disaster or critical incidents in Jackson County, Missouri; and,
 
BE IT FURTHER RESOLVED that the County Executive be and hereby is authorized to execute for the County any documents necessary for the recognition and adoption of the  National Incident Management System, in a form to be approved by the County Counselor.
 
Enacted and Approved
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
