IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title AN ORDINANCE appropriating $125,000.00 from the unappropriated surplus of the 1995 Anti-Drug Sales Tax Fund and authorizing the Prosecuting Attorney to execute an Agreement with the Ewing Marion Ka ffman Foundation to provide local matching funds to a grant from the National Institute of Justice of the United States Department of Justice, to provide for an independent evaluation of the anti- rug sales tax, at a cost to the County not to exceed $125,000.00. Intro ORDINANCE #2432, July 24, 1995 INTRODUCED BY Lisa White Hardwick, County Legislator Body WHEREAS, the voters of Jackson County, Missouri, approved imposition of a sales tax for seven year to provide funding for the fight against illegal drugs in our community; and, WHEREAS, the Legislature has authorized, through Ordinance 2373, local matching funds to grants fr m federal and state government agencies and private foundations; and, WHEREAS, the Ewing Marion Kauffman Foundation has applied for a grant by the National Institute of Justice of the United States Department of Justice in the amount of $250,000.00, for the purpose f conducting a comprehensive evaluation of the County's anti-drug sales tax; and, WHEREAS, the Foundation will contribute an additional $125,000.00 of its own funds toward the cost of this evaluation and has requested $125,000.00 in County funding to serve as the remaining one- alf of the required 50% local match to the federal grant; and, WHEREAS, the Foundation will serve as the lead agency on this evaluation; and, WHEREAS, in order to fund this proposal, an appropriation from the unappropriated surplus of the 1 95 Anti-Drug Sales Tax Fund is necessary; now therefore, BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropria ion be and hereby is made from the appropriated surplus of the 1995 Anti-Drug Sales Tax Fund: DEPARTMENT/DIVISION CHARACTER/DESCRIPTION FROM TO Unappropriated Surplus $125,000 Prosecuting Attorney Kauffman Foundation Contractual Services $62,500 Fiscal Commission Kauffman Foundation Contractual Services $62,500 and, BE IT FURTHER ORDAINED that the Prosecuting Attorney be and hereby is authorized to execute for th County the attached Agreement with the Ewing Marion Kauffman Foundation; and, BE IT FURTHER ORDAINED that the Manager of the Division of Finance be and hereby is authorized to make all payments, including final payment on the Agreement. Attorney Effective Date: This ordinance shall be effective immediately upon its signature by the County Ex cutive.
