AN ORDINANCE appropriating $10,054,004.00 from the undesignated fund balance of the 2020 CARES Act Fund to reimburse the County for regular salary and overtime costs incurred by the Department of Corrections and Medical Examiner’s Office from March 1, 2020, to December 30, 2020, in their roles as first responders and emergency service providers for the residents of Jackson County, and expressing the intent of the Legislature to use County General Fund and Health Fund monies for other pandemic-related costs after January 1, 2021.

Body
WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,
WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens and employees; and,
WHEREAS, an appropriate response by the County to this emergency will require significant expenditures from the County CARES Act Fund, which consists of monies provided by the U.S. Treasury for this purpose; and,
WHEREAS, the funding provided by this Ordinance will be used to reimburse the County for first responder costs in dealing with the pandemic in the way of salaries and benefits of associates in the Department of Corrections and Medical Examiner’s Office, and for some COVID-19 related inmate medical costs incurred from March 1, 2020, to December 30, 2020; and,
WHEREAS, it is the intent of the Legislature to identify and cover all public health and other costs necessary in connection with the fight against the ongoing Coronavirus/COVID-19 pandemic, including testing and contact tracing after January 1, 2021, with monies appropriated from the undesignated fund balance of the 2021 General Fund and 2021 Health Fund; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that the Legislature expresses its intent to pay for costs necessary in connection with the fight against the ongoing Coronavirus/COVID-19 pandemic, including testing and contact tracing after January 1, 2021, with monies appropriated from the undesignated fund balance of the 2021 General Fund and 2021 Health Fund; and,
BE IT FURTHER ORDAINED that, if the U.S. Congress finally adopts legislation extending the deadline for the expenditure of CARES Act funds beyond December 30, 2020, this Ordinance shall not take effect.

Enacted and Approved
Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive, subject to the provisions of the last of the last paragraph of the ordinance.
