A RESOLUTION authorizing the County Executive to execute contracts with certain municipalities within Jackson County for the purpose of funding their 2003-2004 Drug Abuse Resistance Education (DARE) or similar anti-drug programs, at a total cost to the County not to exceed $815,500.00.

Body
WHEREAS, COMBAT staff have reviewed requests from the municipalities in Jackson County whose police departments sponsor Drug Abuse Resistance Education (DARE) or similar anti-drug programs for County funding of these programs for the 2003-2004 term; and,
WHEREAS, COMBAT staff have recommended these programs be funded in the following amounts:
MUNICIPALITY ALLOCATION
City of Blue Springs $135,000.00
City of Grain Valley 9,500.00
City of Grandview 68,000.00
City of Independence 305,000.00
City of Kansas City 279,000.00
City of Lee's Summit 166,000.00
City of Oak Grove 19,000.00
TOTAL $981,500.00
and,
WHEREAS, at its meeting of November 18, 2003, the COMBAT Commission endorsed the staff's recommendations; and,
WHEREAS, because of delays encountered in executing Lee's Summit's 2002-2003 DARE contract, that funding must be reappropriated and combined with the 2003-2004 funding recommended above, in a separate ordinance, which reduces the funding necessary under this Resolution to $815,500; and,
WHEREAS, the attached form contract provides a suitable mechanism by which the requested funds can be transferred to the participating municipalities; therefore,
BE IT RESOLVED that the County Executive be and hereby is authorized to execute contracts with the cities of City of Blue Springs, City of Grain Valley, City of Grandview, City of Independence, City of Kansas City, and City of Oak Grove, in the aggregate amount of $815,500.00, in a form substantially similar to that attached; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the contracts.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
