Body
WHEREAS, since 2003, the Legislature has authorized a succession of Management Agreements with the Downtown Community Improvement District (DCID) for the furnishing of maintenance and safety-related services at the County’s properties located in the Central Business District of downtown Kansas City, MO, including Oppenstein Brothers Memorial Park; and,
WHEREAS, the Director of Jackson County Parks + Rec recommends execution of the new successor Management Agreement with the DCID for this purpose; and,
WHEREAS, under this successor Agreement the DCID will continue to manage and operate, on behalf of the County, properties located in the Central Business District of Kansas City, MO, including Oppenstein Brothers Memorial Park; and,
WHEREAS, services to be provided by the DCID include day-to-day maintenance of the park, grounds cleaning, trash removal, basic repairs, mowing, snow removal, landscaping, and safety patrol operations, including providing Park Ambassadors and security personnel; and,
WHEREAS, the annual cost of the proposed Management Agreement will be $75,000.00, which is the same annual cost that the County has previously paid for the same services; and,
WHEREAS, the Management Agreement will be renewable for up to four additional years; and,
WHEREAS, the execution of this Management Agreement is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and is hereby authorized to execute the Management Agreement on behalf of the County; and,
BE IT FURTHER RESOLVED that the Interim Director of the Department of Finance and Purchasing be and hereby is authorized to make all payments including final payment on the agreement, to the extent that sufficient appropriations are included in the then current County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
