Body
HEREAS, Sam Dowd, a senior at Lee's Summit North High School, was named a National Merit Scholarship finalist; and,
WHEREAS, National Merit Scholarship winners are chosen from the finalists in each state judged to have the strongest combination of accomplishments, skills, and potential for success in rigorous college studies; and,
WHEREAS, Sam achieved a perfect score of 36 on the ACT college admissions test; and,
WHEREAS, Sam is a member of the Eco Club, Debate, Math Club, Youth in Government, Spanish Club, Spanish Honor Society, A+ Program, and Trapmasters; and,
WHEREAS, in addition to being a Merit Scholarship finalist, Sam was recently selected for the Missouri Scholars 100 program, a statewide program that honors 100 of Missouri's top academic students; and,
WHEREAS, the National Merit Scholarship award was founded in 1955 as a privately financed, not-for-profit corporation that operates without government assistance; and,
WHEREAS, scholarships awarded are underwritten by nearly 500 independent sponsor organizations and institutions as well as with the corporation's own funds; and,
WHEREAS, nearly 1.5 million students throughout the United States entered the 2014 Merit Program as juniors by taking the preliminary SAT/National Merit Scholarship Qualifying Test, which serves as an initial screen of program entrants; and,
WHEREAS, Sam's parents, Lisa and Tom Dowd, are justifiably proud of their son; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby congratulates Sam Dowd upon his recognition as a National Merit Scholarship Finalist and a Missouri Scholars 100 student, and extends best wishes to him in all of his future endeavors.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
