AN ORDINANCE appropriating $25,000.00 from the fund balance of the 2011 Federal Forfeiture Fund and awarding a contract for the furnishing of parental internet monitoring software for use by the Sheriff's Office from ComputerCOP Software Corporation of Bohemia, NY, at a cost to the County not to exceed $25,000.00, as a sole source purchase.

Body
WHEREAS, the Sheriff's Office Community Resources Unit desires to purchase a customized software program that would be distributed to parents and would allow them to monitor their children's online browsing; and,
WHEREAS, ComputerCOP Software Corporation of Bohemia, NY offers a child safety program that allows local law enforcement agencies to customize the program to their jurisdiction; and,
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, the Director of Finance and Purchasing has determined that ComputerCOP Software Corporation is the sole provider of this program; and,
WHEREAS, the Director of Finance and Purchasing recommends the purchase of ComputerCOP child safety software for use by the Sheriff's Office as a sole source purchase; and,
WHEREAS, the Sheriff has proposed to use federal forfeiture funds to accomplish this purchase; and,
WHEREAS, the U.S. Treasury Department has authorized the use of these funds; and,
WHEREAS, an appropriation is necessary to place the funds in the appropriate spending account; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the fund balance of 2011 Federal Forfeiture Fund be and hereby is made:

BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
