A RESOLUTION in honor of Women’s History Month recognizing Joanne Collins as a trailblazer and community leader.

RESOLUTION NO. 21888, March 31, 2025

 

INTRODUCED BY DaRon McGee and Donna Peyton, County Legislators

 

 

Body

 WHEREAS, Ms. Collins was born in Kansas City, MO in 1935 to William and Mary Frances Mitchell; and,

 

WHEREAS, Ms. Collins attended Attucks Elementary School, Northeast Junior High School, and Sumner High School, later Ms. Collins was awarded her bachelor’s degree in political science from Stephens College and a master’s degree in business administration from Baker University; and,

 

WHEREAS, Ms. Collins worked as a postal clerk and during this time she was an active member in the League of Women Voters and the Missouri and Jackson County Republican Committees, she was also appointed as vice chair of the Missouri advisory committee for the United States Commission on Civil Rights; and,

 

WHEREAS, Ms. Collins in 1974 was elected to serve on the Kansas City Council being the first black woman elected, she retired in 1991; and,

 

WHEREAS, while serving as a City Councilwoman, Ms. Collins served as chairperson of the youth development, community action, and finance and audit committees; and, 

 

WHEREAS, Ms. Collins has served and volunteered in over fifty organizations including the MOKAN Advisory Board, and the Emily Taylor Women’s Resource Center, she is a member of Delta Sigma Theta sorority, and a lifelong member of St. Paul A.M.E. Zion Church; now therefore,

 

 BE IT RESOLVED that the Jackson County Legislature hereby honors Joanne Collins and her commitment to public service, and her efforts as a public servant in the Jackson County community.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
