Body
WHEREAS, it is the Legislature’s understanding that a question exists as to whether or not workers at a batch plant on the site involved in construction work for the Detention Center are to be paid prevailing wages; and,
WHEREAS, the site of the batch plant is adjacent to the site of the building construction for the new Detention Center, and was constructed just as the Project was commencing; and,
WHEREAS, it is unclear whether or not prevailing wage would be required to be paid to these workers under state law; and,
WHEREAS, the prior County Legislature involved in early discussions of this Project appear to have intended for all workers involved in the project to be paid prevailing wage; and,
WHEREAS, it is in the interest of the County to ensure workers on this project be paid a living wage and benefits that prevailing wage provides; and,
WHEREAS, a concern exists on the part of some that requiring those workers to be paid prevailing wage may increase the costs; and
WHEREAS, this Legislative body was asked to provide clarity and confirm the intent of the Legislature regarding payment of prevailing wages to all workers involved in the construction of the Detention Center Project; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the
Legislature expresses its support to require payment of prevailing wages on a non-precedential setting basis for all workers involved in construction work on the Detention Center Project, including workers at the batch plant.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
