WHEREAS, the Director of Purchasing has solicited written proposals for group health insurance for County employees for the 2006 contract year; and,
WHEREAS, Federal Regulations pertaining to Chapter 1 - Public Health Service - Subpart H - Employees Health Benefit Plan, require that the County offer a Federally Qualified Health Maintenance Organization (HMO) Plan of each type described respectively in Regulations, 110.805 (a) (1) (Staff) and 110.805 (a) (2) (Independent Practice Association (IPA)); and,
WHEREAS, a total of 6 solicitations were distributed and 5 responses were received as follows:

Humana Health Plan, Inc. of Louisville, KY
Aetna Life Insurance Co. of Hartford, Ct
Blue Cross Blue Shield of Kansas City, MO

and,
WHEREAS, pursuant to Section 1054.6 of the Jackson County Code, 1984, the Director of Purchasing recommends the County Executive be authorized to execute a One Year Contract with annual renewal options for two additional years for the furnishing of Health Insurance as an employee benefit for use Countywide to Coventry Health Care of Kansas, Inc. of Kansas City, MO under the terms and conditions of Request For Proposal No. 25-05 as the best bid at an annual estimated 1st year cost to the County of $8,535,183.60; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases is subject to annual appropriations; and,

now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the health plan proposal of Coventry, consisting of both Staff/IPA and POS models, be, and hereby are approved as recommended; and,
BE IT FURTHER RESOLVED that the County Executive be and hereby is authorized to execute a one year contract with annual renewal options for two additional years for the furnishing of health insurance as an employee benefit for use Countywide with Coventry Health Care of Kansas, Inc., of Kansas City, MO as recommended.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
