Body
WHEREAS, the US Department of Justice issued final rules related to compliance with ADA Title II web accessibility for government entities in April of 2024; and,
WHEREAS, pursuant to this rule, ADA compliance updates need to be made to the COMBAT website to bring it into compliance; and,
WHEREAS, as the website software is proprietary and these additional services are necessary for continued operation of the COMBAT website, it is necessary to award an additional contract for ADA compliance; and,
WHEREAS, by Resolution 22057, approved October 20, 2025, the County contracted with CivicPlus for the annual maintenance of the COMBAT website as the owner of the proprietary website software; and,
WHEREAS, pursuant to section 1030.1 of the Jackson County Code, 1984, the Interim Director of Finance and Purchasing again recommends a contract with CivicPlus of Manhattan, KS, as a sole source purchase, based upon CivicPlus’s status as the sole provider of maintenance for its own proprietary website software; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the contract be awarded as recommended by the Interim Director of Finance and Purchasing, and that the Interim Director be, and is hereby, authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Interim Director of Finance and Purchasing is authorized to make all payments, including final payment, on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
