Enacted and Approved
WHEREAS, after thirty years in education with twenty-five of those years as an administrator, Dr. Mike Watkins will retire on June 30, 2001, as superintendent of schools for the Raytown School District; and,
WHEREAS, Dr. Watkins began teaching math at Raytown Junior High School in 1969, before accepting a commission in the U.S. Army for three years as a lieutenant; and,
WHEREAS, after a second stint as a teacher, he moved into the superintendent ranks, serving as the top administrator in the Stet R-IV School District (Ray County), Northeast R-IV School District in Cairo (Randolph County), and Van-Far R-I School District in Vandalia (Audrain County); and,
WHEREAS, he returned to Raytown in 1986 and served ten years as assistant superintendent before becoming the district's superintendent; and,
WHEREAS, while serving as the Raytown superintendent, from 1996 to the present he:
- Reorganized the central administrative structure
- Successfully redistricted the elementary school boundaries
- Implemented and supported a collaborative bargaining model
- Moved the district to a goal-directed organization
- Developed a district-wide communications plan
- Established a partnership between the Metropolitan Community Colleges and the Herndon Career Center
- Attained "Accredited with Distinction for High Performance" for the district
- Successfully passed a $47 million school bond issue and a tax levy increase
WHEREAS, Dr. Watkins currently serves on the Raytown Area Chamber of Commerce, and the Raytown Teachers Credit Union and local Rotary Club's boards of directors; and,
WHEREAS, for thirty years Dr. Watkins has maintained a strong interest in improving the education of young children and he will be greatly missed by students, teachers and staff; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates Dr. Mike Watkins upon his retirement from the Raytown School District and wishes him happiness in his retirement and all future endeavors.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
