A RESOLUTION establishing the grounds of the Jackson County Courthouse on the Square in Independence, MO, as a part of the County parks system, and authorizing the County Executive to execute a Technical Assistance Agreement with the Truman Heartland Foundation of Independence, MO, concerning the redevelopment and improvement of the courthouse grounds at an actual cost to the county of $270,000.00.

Body
WHEREAS, the Jackson County Courthouse on the Square in Independence, MO, was built in 1933, under the supervision of then Presiding Judge of the County Court, and later President, Harry S. Truman; and,
WHEREAS, the courthouse is historically significant building, the anchor of the ongoing revitalization of the Independence Square, and has been recognized by inclusion on the National Register of Historical Places; and,
WHEREAS, the County has recently renovated and waterproofed the shell of the building and replaced the roof, in order to make it ready for further rehabilitation and restoration; and,
WHEREAS, the next step in the process is the restoration of the courthouse exterior grounds to their pre-1960s appearance; and,
WHEREAS, the estimated cost of this next phase of the project is $2 million; and,
WHEREAS, the County has committed $270,000 within its 2007 budget for this phase and is working with community leaders to explore ways to reduce costs and raise funds to cover the remaining costs; and,
WHEREAS, the Administration recommends that these funds be deposited with the Truman Heartland Foundation where they can be used as seed money for a community-wide fundraising effort for this project; and,
WHEREAS, the attached Technical Assistance Agreement with the Truman Heartland Foundation provides a suitable mechanism by which to implement the understanding of the parties in this regard; and,
WHEREAS, it is also appropriate that the County establish the grounds of the Courthouse on the Square as a part of the County parks system, recognizing their scenic beauty and making available County park funds for the project; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute the attached Technical Service Agreement with the Truman Heartland Foundation; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing be and hereby is authorized to make all payments required by the Agreement; and,
BE IT FURTHER RESOLVED that the exterior grounds of the Jackson County Courthouse on the Square in Independence be and hereby are established as a part of the County park system.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
