A RESOLUTION authorizing the County Executive to execute an Agreement with the State Emergency Management Agency        (SEMA) for reimbursement from the Federal Emergency Management Agency (FEMA) and authorizing activation and deployment of the County's disaster relief team.

Body

WHEREAS, by Executive Order No. 05-28, the Governor of the State of Missouri has approved the participation of Missouri agencies in disaster relief and restoration efforts in the region ravaged by hurricanes and flooding; and,

 

WHEREAS, the Departments of Public Works and Parks and Recreations have requested approval to activate a team of approximately 20 employees to work as a multi-jurisdictional partner with Clay County, Missouri in response to Hurricane Katrina and Hurricane Rita in the Gulf Coast region of the U.S.; and,

 

WHEREAS, Jackson County recognizes the magnitude of the devastation to the Gulf Coast Region by two recent hurricanes and desires to work as a team with Clay County and other state agencies and political subdivisions to help restore the region to a livable area; and,

 

WHEREAS, Clay County, Missouri has entered into an agreement with the Missouri State Emergency Management Agency (SEMA) for reimbursement from the Federal Emergency Management Agency (FEMA) and has approved activation and deployment of a Debris Removal Team to work in the disaster areas under the direction of SEMA as the agency coordinating Missouri relief efforts to these disaster areas; and,

 

WHEREAS, the Jackson County Public Works Department and Parks and Recreation Department have assembled a volunteer team of 13 employees with specific skills to accomplish the mission of removing storm debris and 6 employees providing administrative support has been assembled to work as a multi-jurisdictional partner with the Clay County Debris Removal Team ("DRT") under the direction of SEMA; and,

 

WHEREAS, upon 48 hours notice, the employees providing storm debris relief will be ready to deploy upon activation by the SEMA; and,

 

WHEREAS, the multi-jurisdictional team is expected to provide relief efforts for a time period of two weeks and may be re-activated at a future date to continue with the relief effort; and,

 

WHEREAS, the Clay County Emergency Management Office (CCEMO) will serve as the administrator for all reimbursement claims and it is anticipated that most of the costs will be reimbursable from FEMA; and,

WHEREAS, the Departments of Public Works and Parks and Recreation recommend that  the County enter into an agreement with SEMA to provide restoration service and for reimbursement of expenses incurred in this effort; and,

 

WHEREAS, it is estimated that initial expenditures from both departmental budgets will total approximately $100,000 for food, lodging, fuel, parts, supplies and salary; and,

 

WHEREAS, employees volunteering as team members from Clay County and Jackson County for the DRT will continue to receive their full salary and benefits during this deployment; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri,  that the County Executive be and hereby is authorized to execute an Agreement in a form to be approved by the County Counselor with the State Emergency Management Agency and/or the Federal Emergency Management Agency and Clay County, Missouri; and,

 

BE IT FURTHER RESOLVED that Jackson County employees volunteering and accepted for participation in the DRT will continue to receive their full salary and benefits during this deployment and the Director of the Department of Finance should be and hereby is authorized to reflect this in the payroll records of those employees.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
