IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title A RESOLUTION transferring $46,016.00 within the 1996 Anti-Drug Sales Tax Fund and authorizing the County Executive to execute contracts with certain municipalities within Jackson County for the purpose of funding their 1995-1996 Drug Abuse Resistance Education (DARE) or similar anti-drug programs, at a total cost to the County not to exceed $911,042.00. Intro RESOLUTION 11294, May 13, 1996 INTRODUCED BY Dennis Waits, Victor E. Callahan, Fred Arbanas, John Patrick Burnett, Dixie M. Flynn, John C. Graham, Lisa White Hardwick, Dan Tarwater, James D. Tindall, County Legislators Body WHEREAS, on April 17, 1996, representatives from all municipalities in Jackson County whose police departments sponsor Drug Abuse Resistance Education (DARE) or similar anti-drug programs met with the staff of the Prosecuting Attorney's office for the purpose of making a recommendation to the COMBAT Commission and County Legislature, regarding Jackson County's funding of these programs for the 1995-1996 term; and, WHEREAS, the consensus reached among the municipalities and staff at this meeting was that these programs be funded in the following amounts: MUNICIPALITY ALLOCATION Kansas City $340,352 Independence $290,852 Lee's Summit $148,545 Blue Springs $ 51,172 Jackson County Sheriff's $ 46,016 Department (1996-1997 term) Raytown (Here's Looking at $ 41,004 You 2000 Program) Grandview $ 33,278 Buckner $ 5,839 TOTAL $957,058 and, WHEREAS, these recommendations take into account federal grants received by the cities of Blue Springs and Grandview which those cities will also utilize for their DARE programs; and, WHEREAS, at its meeting of April 26, 1996, the COMBAT Commission endorsed the recommendations of the Prosecuting Attorney's staff and municipalities and agencies involved; and, WHEREAS, the attached form contract provides a suitable mechanism by which the requested funds can be transferred to the participating municipalities; and, WHEREAS, a transfer within the 1996 Anti-Drug Sales Tax Fund is necessary to effect the recommendation with regard to the Jackson County Sheriff's Department; and, WHEREAS, the County Executive recommends such transfer; now therefore, BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby is made within the 1996 Anti-Drug Sales Tax Fund: DEPARTMENT/DIVISION CHARACTER/DESCRIPTION FROM TO COMBAT Commission D. A. R. E. Program Community Crime Prevention $46,016 Sheriff D. A. R. E. Program Regular Salaries $26,312 F.I.C.A. Taxes 2,013 Pension Contributions 2,105 Insurance Benefits 3,240 Unemployment Insurance 132 Worker's Compensation 368 Vacation Pay out 1,753 Sick Leave Pay Out 606 Long Term Disability 132 Travel Expense 3,500 Other Operating Supplies 5,855 and, BE IT FURTHER RESOLVED that the County Executive be and hereby is authorized to execute contracts with the cities of Kansas City, Independence, Lee's Summit, Blue Springs, Raytown, Grandview, and Buckner, in the aggregate amount of $911,042, in a form substantially similar to that attached; and, BE IT FURTHER RESOLVED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the contracts. Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
