A RESOLUTION awarding a 5-year lease/purchase contract on Request for Proposal No. 41-01 for the furnishing, installation, and financing of a land records, indexing, receipting, and imaging system for use by the Records Department to Hart InterCivic, Inc., of Austin, TX, and Government Capital Corporation of Southlake, TX, in the actual amount of $591,697.45, inclusive of interest at a rate of 5.21%, and authorizing the County Executive to approve additional expenditures under this contract at a cost not to exceed $25,000.00, for a total amount not to exceed $616,697.45.

Body

WHEREAS, the Purchasing Director has solicited formal written proposals on Request for Proposals No. 41-01 for the furnishing, installation, and financing of a land records, indexing, receipting, and imaging system for use by the Records Department; and,

 

WHEREAS, he has received as the lowest three proposals thereon proposals from the following:

 Hardy, AR

 

Hart InterCivic, Inc.                                                                                                                              $399,651.00

and,

 

WHEREAS, negotiations have been entered into with Hart InterCivic, Inc., of Austin, TX,  as the best bidder to acquire additional equipment and capacity resulting in a final cost proposal of $591,697.45, inclusive of interest at a rate of 5.21%; and,

 

WHEREAS, the Purchasing Director has recommended that award be made to Hart InterCivic, Inc., of Austin, TX, for the reason that it has submitted the lowest and best proposal; and,

 

WHEREAS, in the event that change orders to the contract become necessary, it is appropriate that the County Executive be given authority to approve additional expenditures under this contract not to exceed $25,000.00, for a total authorization of $616,697.45; and,

 

WHEREAS, the Director of the Purchasing Department recommends that the financing of the 5-year lease/purchase be awarded to Government Capital Corporation of Southlake, TX, as was included in the submitted proposal from Hart InterCivic, Inc; therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,

 

BE IT FURTHER RESOLVED that the County Executive is authorized to approve additional expenditures which may become necessary under this contract in an amount not to exceed $25,000.00; and,

 

BE IT FURTHER RESOLVED that financing for this project be awarded to Government Capital Corporation of Southland, TX; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance be and hereby is authorized to execute any documents necessary to the financing of the project; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agency are included in the then current Jackson County budget.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
