IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI

 

Title

A RESOLUTION authorizing the County Executive to execute Agreements with certain organizations which engage in community crime prevention activities for the purpose of preventing illegal drug use and drug-related offenses, at a cost to the County not to exceed $1,409,150.00 in 2002.

Body

WHEREAS, the voters of Jackson County, Missouri, renewed their sales tax for seven years to provide funding for the fight against illegal drugs in our community; and,

 

WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,

 

WHEREAS, the voters and the Legislature authorized the COMBAT Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purpose of preventing drug and drug-related offenses; and,

 

WHEREAS, the organizations, listed on the document attached to the Request for Legislative Action, all engage in community crime prevention activities, and are otherwise qualified to contract with the County for the expenditure of anti-drug sales tax funds; and,

 

WHEREAS, the COMBAT Commission, with the assistance of the Prosecuting Attorney and private consultants, reviewed all of the proposals submitted by said organizations and considered staff review and comments thereon; and,

 

WHEREAS, the COMBAT Commission desires to assist these organizations in the provision of services and has recommended the expenditure of anti-drug sales tax funds for these organizations, in the respective amounts set forth on the attachment, to assist in the prevention drug and drug-related offenses all in accordance with the criteria, review and recommendations aforesaid; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be, and hereby is, authorized to execute agreements with the organizations and in the amounts set forth on the attachment, for the purpose of preventing drug and drug-related offenses, in a form substantially similar to that attached to be approved by the County Counselor; and,

 

BE IT FURTHER RESOLVED that the Director of the Department of Finance be, and hereby is, authorized to make all payments, including final payments on these agreements.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
