Body
WHEREAS, there is evidence of violent crime activity in public and assisted housing in Jackson County, including trafficking in narcotics and dangerous drugs and gang and gun-related violence; and,
WHEREAS, these illegal activities have a substantial detrimental effect on the quality of life, health, and general welfare of the residents of public and assisted housing, and impede the effective delivery of United State Department of Housing and Urban Development (HUD) programs; and,
WHEREAS, the HUD Office of the Inspector General (OIG) performs law enforcement and other duties in Jackson County under the supervision of the Special Agent in Charge of the Great Plains District Office; and,
WHEREAS, these law enforcement duties include activities in support of Operation Safe Home, a multi-agency approach to law enforcement which seeks to control and prevent crime, drug abuse, and gang activity, thereby improving the quality of life for the residents of public and assisted housing; and,
WHEREAS, the Operation Safe Home strategy entails, among other things, collaboration by the HUD-OIG and state/local law enforcement authorities such as the Jackson County Sheriff's Department, for the purpose of engaging in law enforcement efforts targeted at public and assisted housing; and,
WHEREAS, under Operation Safe Home, HUD-OIG proposes to reimburse the Sheriff's Department for the salaries and related expenses of three deputies for a period of two years, to assist HUD-OIG in combatting violent crime in public housing in Jackson County; and,
WHEREAS, the attached Inter-Agency Task Force Agreement provides a suitable mechanism by which to implement the agreement and understanding of the parties; therefore,
BE IT ORDAINED that the County Legislature of Jackson County, Missouri that the following appropriation be and hereby is made:
