Body
WHEREAS, Kyle Lower of Blue Springs South High School was named by The Kansas City Star as his school's Scholar-Athlete of the Year for 2002; and,
WHEREAS, Kyle ranks 28th in his class of 392, with a 4.042 grade point average on a 4.0 scale; and,
WHEREAS, he was all-conference and team captain in his junior and senior year and a two-year letterman on the varsity basketball team; and,
WHEREAS, he was Student Senate president, conflict mediator (4 years), homecoming king candidate (2001), and nominated for Who's Who Among American High School Students; and,
WHEREAS, his academic achievements include, Principal's Honor Roll (4 years), Academic Letter Winner (4 years), Hy-Vee MoKan Basketball Academic All-Star, Academic Excellence Night Recognition (4 years), National Principal's Scholarship Nominee and Mo-Pub Scholarship winner; and,
WHEREAS, he was a NAIA Champions of Character recipient, an AAU Basketball National Finalist and named Channel 41 Player of the Week; and,
WHEREAS, Kyle is a member of First Baptist Church and has been involved in many church and volunteer-related activities including Fellowship of Christian Athletes, Club 121, United Way, Red Ribbon Week, American Red Cross, Community Service League, and Adopt-A-Family; and,
WHEREAS, Kyle is the son of Roger and Karen Lower of Blue Springs; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates Kyle Lower upon being named among The Kansas City Star's Scholar-Athletes of the Year for 2002.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
