Body
WHEREAS, Operation Breakthrough, Inc.'s POSSE program is a peer mentor/leadership development program for at-risk urban youth designed to improve reading skills, academic performance, and self-esteem thereby reducing at-risk behaviors such as substance abuse, crime, and violence; and,
WHEREAS, Operation Breakthrough has requested $30,888.00 in anti-drug sales tax funds to partially fund this program; and,
WHEREAS, a portion of these funds will be used as a local match to a grant from the M.R. & Evelyn Hudson Foundation in the amount of $12,000.00; and,
WHEREAS, the Prosecuting Attorney has reviewed this proposal and recommends the expenditure of these funds; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive is hereby authorized to enter into an agreement, with Operation Breakthrough, Inc. for its POSSE program, in a form to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the agreement.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
