Body
WHEREAS, the Purchasing Director has solicited formal written bids on Bid No. 136-96 for the furnishing of handguns and accessories for use by the Department of Corrections; and,
WHEREAS, as to the accessories, he has received as the only two bids thereon bids from the following:
VENDOR BID
Law Enforcement $755.90
Kansas City (Jackson County), MO
Mixson Corporation $267.00 (partial bid)
Hialeah, FL
and,
WHEREAS, the Purchasing Director has recommended that award as to the accessories be made to Law Enforcement of Kansas City, MO, for the reason that it has submitted the lowest and best bid; and,
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends a contract with Law Enforcement Equipment Company of Kansas City, MO, for the furnishing of handguns for use by the Corrections Department in the actual amount of $4,991.50; and,
WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to this contract for the reason that Law Enforcement Equipment Company of Kansas City, MO, is the exclusive supplier in the Kansas City area of the brand of handgun used by the Corrections Department; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
