Body
WHEREAS, disreputable large-scale dog breeding operations typically confine breeding dogs to small wire cages for life, often without sufficient food, clean water, veterinary care, exercise, sufficient space to move freely, and adequate rest between breeding cycles; and,
 
WHEREAS, consumers across the country have reported purchasing Missouri puppies with significant health and genetic conditions resulting in high veterinary bills and emotional devastation for families; and,
 
WHEREAS, current Missouri laws have not effectively stopped puppy mill cruelty or reversed Missouri's reputation as the puppy mill capital of the nation; and,
 
WHEREAS, Proposition B will adopt new rules for dog-breeders, including a cap on the number of dogs used for breeding purposes, require resting periods between breeding,  require animals to be given food and water daily, require regular veterinary care, and other measures to prohibit the cruel and inhumane treatment of dogs; and,
 
WHEREAS, leading Missouri and Jackson County animal protection agencies including the Humane Society of Greater Kansas City, Wayside Waifs, Humane Society of Missouri, Missouri Alliance for Animal Legislation, and the Missouri State Humane Association, along with veterinarians across the state have endorsed Proposition B; and,
 
WHEREAS, the Better Business Bureau chapters of Greater Kansas City, Springfield, and Greater St. Louis recently released a study outlining the problems consumers face when they purchase dogs from Missouri's large-scale breeders; and,
 
WHEREAS, a "Yes" vote on November 2, 2010 for Proposition B will stop puppy mill abuses by establishing common sense standards for the proper care of dogs; now therefore,
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature endorses Proposition B, the Puppy Mill Cruelty Prevention Act, and supports its enactment.
 
 
Enacted and Approved
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
