RESOLUTION NO. 22274, May 18, 2026

 

INTRODUCED BY Donna Peyton, County Legislator

 

 

Body

 WHEREAS, Older Americans Month celebrates the leadership, resilience, and ongoing contributions of older adults who strengthen our communities; and,

 

WHEREAS, Randall (Randy) Rhoads has long championed the well-being, dignity, and inclusion of older adults in Jackson County, demonstrating through his actions the very qualities this month seeks to honor; and,

 

WHEREAS, throughout his years of public service-as a member of the Original

Charter Commission, a longtime City Councilmember, and later as Mayor of Lee’s Summit Mr. Rhoads consistently supported community priorities that enhanced services, accessibility, and opportunities for aging residents; and,

 

WHEREAS, Mr. Rhoads’ leadership extended beyond elected office, as he worked

collaboratively through regional organizations such as the Mid-America Regional Council and the Missouri Municipal League to strengthen age-friendly communities and ensure that older adults remained central to civic planning and decision-making; and,

 

WHEREAS, Mr. Rhoads has continued to advance the well-being of older adults through extensive volunteer work, including with the John Knox Village Foundation, St. Luke’s East Hospital, the Truman Heartland Community Foundation, and SPARK, where he has supported lifelong learning and engagement for adults over age 55; and,

 

WHEREAS, his service as a docent at the Harry S. Truman Presidential Library and Museum reflects his belief in the importance of history, civic education, and intergenerational connection values that enrich the lives of older adults and the broader community; and,

 

WHEREAS, Mr. Rhoads’ steady leadership, generosity of spirit, and commitment to community have made him a trusted advocate for older adults and a model of how older Americans continue to lead, contribute, and inspire; now therefore,

 

BE IT RESOLVED that we proudly recognize Randall (Randy) Rhoads for his outstanding dedication to older adults in Jackson County, and we honor him as part of our celebration of Older Americans Month; and,

 

BE IT FURTHER RESOLVED that this resolution be presented as a sincere expression

of gratitude for his decades of service, advocacy, and unwavering commitment to strengthening the lives of older Americans.

 

Enacted and Approved

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
