Title
AN ORDINANCE repealing chapter 83, Jackson County Code, 1984, consisting of sections 8300., 8301., 8302., 8303., 8304., 8305., 8306., and 8307., relating to the Economic Development Commission, and enacting, in lieu thereof, one new chapter, consisting of six new sections, relating to the Economic Development Authority.

Body
WHEREAS, the Director of Economic Development has recommended the reactivation and renaming of the currently inactive Economic Development Commission to assist the Office of Economic Development in acting as a formal conduit for the County, the community, and individuals regarding economic development projects and opportunities within the County; and
WHEREAS, implementation of the recommended action will require the amendment of chapter 83 of the Jackson County Code; and
WHEREAS, such amendment is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
Section A. Enacting Clause. Chapter 83, Jackson County Code, 1984, consisting of sections 8300., 8301., 8302., 8303., 8304., 8305., 8306., and 8307., is hereby repealed, and one new chapter enacted in lieu thereof, to be known as chapter 83, consisting of sections 8300., 8301., 8302., 8303., 8304., and 8305., to read as follows:
CHAPTER 83
ECONOMIC DEVELOPMENT [COMMISSION] AUTHORITY
8300. Economic Development [Commission] Authority Established.
There is hereby established the Jackson County Economic Development [Commission] Authority.
8301. Number of Members.
The Economic Development [Commission] Authority shall consist of a membership not to exceed [[60]] 84 total members - [nine (9)] [[five (5)]] seven (7) members for each of the twelve (12) school districts ("Teams") within Jackson County. Members may serve on more than one Team.
8302. Appointment of Members.
The members of the Economic Development [Commission] Authority shall be appointed by the County Executive, subject to the disapproval of the County Legislature.
8303. Qualifications.
[Two (2) of the members appointed to the Economic Development Commission shall be members of the County Legislature. The remaining] Members [to be appointed] of the Authority shall be employed by a taxing jurisdiction within Jackson County or have substantial experience in the field of economic development. Members shall serve without compensation.
8304. Terms.
Each member[s] of the Economic Development [Commission] Authority shall serve a term of four (4) years or until [their] his or her successor is duly appointed and qualified, except that, of the initial members appointed for each Team upon the adoption of Ordinance 4631, one member shall serve an initial term of two years and two members shall serve initial terms of three years.
[8305. Death or Disability of Member.
On death, disability or resignation of any member, the County Executive shall appoint a new member to complete the unexpired term.
8306. Members Serving on Effective Date.
Members serving on the Economic Development Commission on the effective date of this chapter shall continue to serve until the completion of the term to which they were appointed or on resignation or disqualification.]
830[7]5. Economic Development [Commission] Authority, Duties.
The Economic Development [Commission] Authority shall act as a liaison between the County, the community, and industry for the advancement of economic development in Jackson County. The Economic Development Authority shall allow for communication between taxing jurisdictions within Jackson County regarding economic development topics and projects.
Enacted and Approved
Effective Date: This Ordinance shall be effective immediately upon its passage by the County Executive.
