AN ORDINANCE appropriating $37,960.00 from the unappropriated surplus of the 1995 Anti-Drug Sales Tax Fund and authorizing the Prosecuting Attorney to execute a contract with the Missouri Department of Mental Health, Division of Alcohol and Drug Abuse and a Second Addendum to the Agreement with the Salvation Army, both for the purpose of providing additional funding for the Salvation Army's Addictions Care in Transition (Act I) program, in the amount of $37,960, at no net cost to the County.

Body
WHEREAS, by Resolution 10679, dated February 21, 1995, the Legislature did authorize a contract with the Salvation Army for its social detoxification program, Addictions Care in Transition (ACT I), in the amount of $37,960.00; and,
WHEREAS, by Resolution 10862, dated June 5, 1995, the Legislature did authorize an Addendum to this Agreement, in the additional amount of $37,960.00, with the understanding that the additional amount would be matched by a like grant from the Missouri Department of Mental Health, Division of Alcohol and Drug Abuse; and,
WHEREAS, the state has advised that its promised funds are now available and has presented a proposed "Contract" with the County, a copy of which is attached, for the purpose of passing these funds through, to the Salvation Army; and,
WHEREAS, the attached "Second Addendum to Agreement," imposes the safeguards necessary to provide this additional funding to the Salvation Army; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made from the unappropriated surplus of the 1995 Anti-Drug Sales Tax Fund:

BE IT FURTHER ORDAINED that the Prosecuting Attorney be and hereby is authorized to execute the attached Contract with the Missouri Department of Mental Health, Division of Alcohol and Drug Abuse; and,
BE IT FURTHER ORDAINED that the Prosecuting Attorney be and hereby is authorized to execute the attached Second Addendum to the Agreement with the Salvation Army; and,
BE IT FURTHER ORDAINED that the Manager of the Division of Finance be and hereby is authorized to make all payments including final payment on the Addendum.
