AN ORDINANCE submitting to the qualified voters of Jackson County, Missouri at the general election to be held on Tuesday, November 5, 2024, a question authorizing Jackson County to levy a countywide tax at the rate of five cents per each one hundred dollars of assessed valuation, for the purpose of providing services to persons sixty years of age or older, with an effective date.

Body

 WHEREAS, Mo. Rev. Stat. §67.990 et seq., authorize the County to levy and collect a countywide ad valorem property tax, not to exceed five cents per each one hundred dollars of assessed valuation, for the purpose of providing services to persons sixty years of age or older; and,

 

WHEREAS, if authorized by the qualified voters of the County at the general election to be held Tuesday, November 5, 2024, the proceeds of the tax would be deposited in a special "Senior Citizens' Services Fund," established within the County treasury, and administrated and managed by a seven-member board of directors appointed by the County’s governing body, which shall represent, as nearly as practicable, the various groups to be served by the board, and in accordance with a budget approved by the County’s governing body; and,

 

 

WHEREAS, monies in the Senior Citizens' Services Fund would be available to provide programs which will improve the health, nutrition, and quality of life of persons who are sixty years of age or older, and could be allocated for operational and capital needs to senior-related programs in the County; and,

WHEREAS, the submission of a question to the voters to authorize this tax is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,

 

BE IT ORDAINED that if the ballot passes the County ensures diversity and equity of ALL types including geographically be prioritized by the Executive through appointment of the Board of Governors; and,

 

BE IT FURTHER ORDAINED that all funding must be equally distributed, geographically across all six County sub-districts for organizations to either be directly located within or provide services within said districts; and,

 

BE IT FURTHER ORDAINED by the County Legislature of Jackson County, Missouri, as follows:

 

Section 1. Subject to the approval of the voters of Jackson County, Missouri at the general election to be held on Tuesday, November 5, 2024, the levy of an ad valorem property tax at the rate of five cents per each one hundred dollars of assessed valuation, is hereby authorized within and for Jackson County, Missouri.

 

 

 

 

 

Section 2. Pursuant to the provisions of Mo. Rev. Stat. §67.990 et seq, there is hereby submitted to the qualified voters of Jackson County, Missouri, at the general election to be held on Tuesday, November 5th, 2024, a question authorizing the levy of an ad valorem property tax at the rate of five (5) cents per each one hundred (100) dollars of assessed valuation for the purpose of providing services to persons sixty years of age or older.

 

Section 3. The qualified voters at said election shall vote by ballot and the ballots to be used at said election shall contain the following language:

QUESTION #1

GENERAL ELECTION NOVEMBER 5, 2024 OFFICIAL BALLOT

 

Shall Jackson County, Missouri, levy a tax of five (5) cents per each one hundred

 

(100) dollars assessed valuation for the purpose of providing services to persons sixty years of age or older?

YES

 

NO

 

 

If you are in favor of the question, place an "x" in the box opposite "Yes." If you are opposed to the question, place an "x" in the box opposite "No."

 

Section 4. This Ordinance shall become effective upon approval of the question submitted by the voters of Jackson County at the general election on November 5, 2024.

 

Section 5. This Ordinance shall be published as required by law.

 

 

 

Section 6. The Clerk of the Legislature is hereby authorized and directed to notify the Jackson County Board of Election Commissioners and the Kansas City Board of Election Commissioners of the adoption of this Ordinance no later than August 27, 2024 by 5:00 p.m., and to include in said notification all the terms and provisions required by Mo. Rev. Stat. §115.12.Enacted and Approved

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive and pursuant to the effective date indicated herein.
