Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends the award of a term and supply contract, for the furnishing of Teslin inserts for inmate ID wrist bands for use by the Department of Corrections to QueTel of Herndon, VA; and,
WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to said contract for the reason that QueTel of Herndon, VA, is the only known supplier providing Teslin inserts for its proprietary inmate ID wrist bands; therefore,
BE IT FURTHER RESOLVED that award be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute for the County a contract with QueTel of Herndon, VA, in the estimated amount of $10,000.00; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agency are contained in the current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

This award is made on a need basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases will, of necessity, be determined as each using agency places its order, with certification made at that time within amounts previously budgeted for the spending agency.
