Body
WHEREAS Truman Medical Center, Inc. CEO and President John W. Bluford, III is the recipient of the 2013 Gail L. Warden Leadership Excellence Award, presented by the National Center for Healthcare Leadership; and,
WHEREAS, this award recognizes the innovation Mr. Bluford has brought to the delivery of high quality and accessible healthcare services in the community; and,
WHEREAS, the Gail L. Warden Leadership Excellence Award is presented annually to individuals who have made significant contributions to the health field, including mentoring future leaders toward the goal of transforming organization performance and improving health and healthcare; and,
WHEREAS, the National Center for Healthcare Leadership (NCHL) is a not-for-profit organization that works to improve health by enhancing the capacity of healthcare leaders; and,
WHEREAS, Mr. Bluford is being recognized by the NCHL for his commitment to safety-net organizations and for his creativity in improving the lives of vulnerable populations; and,
WHEREAS, his outreach programs seek to move outside the four walls of the hospital and bring health management, wellness, and preventative medicine into surrounding neighborhoods; and,
WHEREAS, Mr. Bluford joined TMC in 1999 after having served as the chief executive officer of the Hennepin County Medical Center in Minneapolis, MN; and,
WHEREAS, Mr. Bluford attended Harvard University's Executive Program in Health System Management in 1981 and he holds a master's in business administration from the Kellogg School Of Management, Northwestern University, 1975, and a bachelor of arts in biology from Fisk University, 1971; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby congratulates John W. Bluford, III on the occasion of his receipt of the 2013 Gail L. Warden Leadership Excellence Award and wishes him continued success in the future.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
