Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends a twelve (12) month term and supply contract with Metropolitan Soccer Referee Association of Independence, Missouri, for the furnishing of officiating services for the 2003-2004 Jackson County Soccer Leagues for use by the Parks and Recreation Department; and,
WHEREAS, the Purchasing Director further recommends that it not take competitive bids with regard to said contract for the reason that Metropolitan Soccer Referee Association of Independence, Missouri, is the only supplier of soccer officiating services in the Kansas City metropolitan area meeting the necessary requirements; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Purchasing Director be, and hereby is, authorized to execute for the County a contract with Metropolitan Soccer Referee Association of Independence, Missouri, for the furnishing of officiating services for the 2003-2004 Jackson County Soccer Leagues for the Parks and Recreation Department, in an amount not to exceed $24,000.00; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments including final payment on the contract thereby made.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

This award is made on a need basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases will, of necessity, be determined as each using agency places its order, with certification made at that time within amounts previously budgeted for the spending agency.
