Body
WHEREAS, by Resolution 16695, dated August 18, 2008, the Legislature did authorize the County Executive to execute a Cooperative Agreement with Connections to Success, Inc., for the Building Futures Project, at a cost to the County not to exceed $75,000.00; and,
 
WHEREAS, the Building Futures Project is a unique public-private partnership designed to provide a structured pathway to allow former drug offenders to enter the construction industry, and at the same time provide permanent housing to those in need; and,
 
WHEREAS, the project allows recovering drug offenders to learn the construction trade by rehabilitating an abandoned house that can then be occupied by a homeless family; and,
 
WHEREAS, Connections to Success, Inc., serves as the manager for this project; and,  
 
WHEREAS, due to damage to the demonstration house caused by burglary, an additional $5,000.00 is needed to complete the project; and,
WHEREAS, the Prosecuting Attorney has recommended Anti-Drug Sales Tax funds in the amount of $5,000.00 be allocated for the completion of this project for deferred prosecution of drug and drug-related offenses; and,
 
WHEREAS, this supplemental funding will be used to purchase expendable supplies and materials for the project; and,
 
WHEREAS, in order to fund this expenditure, an appropriation is necessary; and,
 
WHEREAS, the County Executive recommends said appropriation; now therefore,
 
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an Addendum to the  Cooperative Agreement with Connections to Success, Inc., at a cost to the County not to exceed $5,000.00, in a form to be approved by the County Counselor; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments including final payment on the Agreement and Addendum thereto.

Effective Date:  This ordinance shall be effective immediately upon its signature by the County Executive.
