Body
WHEREAS, the County has an ongoing need for long distance telephone services; and,
WHEREAS, a total of five (5) solicitations were distributed and three (3) responses were received of which one (1) was a "No Bid". The following two (2) bids were received:

Sprint $.0403 per minute $12,000.00
Overland Park, KS
and,
WHEREAS, pursuant to Section 1054.6 of the Jackson County Code, 1984, the Director of Purchasing recommends the award of a three (3) year contract, in a form to be approved by the County Counselor, for use by various County departments to SBC of Kansas City, MO, under the terms and conditions of Invitation to Bid No. 24-05 as the best and lowest bidder; and,
WHEREAS, the award for the per minute price is made on an as needed basis and does not obligate Jackson County to pay any specific amount. The award for the minimum annual charge is an annual amount not to exceed $12,000.00; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director and that the Purchasing Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments to the extent that sufficient appropriations are available.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

There is a balance otherwise unencumbered to the credit of the appropriation to which this contract is chargeable, and a cash balance otherwise unencumbered in the treasury to the credit of the fund from which payment is to be made, each sufficient to meet the obligation of $12,000.00 which is hereby authorized.

This award in excess of $12,000.00 is made on an as needed basis and does not obligate Jackson County to pay any specific amount. Funds for both Fiscal Year 2006 and 2007 are subject to annual appropriation.
