IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title AN ORDINANCE repealing 210., Jackson County Code, 1984, relating to meetings of the Jackson County Legislature and enacting, in lieu thereof, one new section relating to the same subject. Intro ORDINANCE #2619, December 16, 1996 INTRODUCED BY Victor E. Callahan, County Legislator Body WHEREAS, the Legislature's practice of holding its Independence meetings at 6:00 p.m., only during the winter months, has created confusion among the general public, those interested in matters before the Legislature, county officials and staff, and even among members of the Legislature itself; and, WHEREAS, the Legislature believes that the best way to ease this confusion would be to hold all meetings, both in Independence and Kansas City, at the same time year round; and, WHEREAS, the Legislature finds that the meeting time which best balances the sometimes competing interests of the public's right to access to meetings and the convenience of elected officials and staff is 4:00 p.m.; now therefore, BE IT ORDAINED by the County Legislature of Jackson County, Missouri as follows: Section A. Enacting Clause. Section 210., Jackson County Code, 1984, is hereby repealed and one new section enacted in lieu thereof, to be known as section 210., to read as follows: 210. Legislature Meetings. The following apply to legislative meetings. 210.1 Kansas City Meetings. The County Legislature shall hold a regular weekly meeting on the first, third and fifth Monday of each month at [1:00] 4:00 p.m. at the County Courthouse in Kansas City. 210.2 Independence Meetings. On the second and fourth Monday of each month, the County Legislature shall hold its regularly scheduled meeting at [6:00] 4:00 p.m. at the County Courthouse in Independence, Missouri[, except that, during the months of May through October, the Legislature shall hold its regularly scheduled Independence meetings at 1:00 p.m.]. 210.3 Meetings on Holidays. All meetings of the Jackson County Legislature scheduled on legally prescribed holidays, as determined by the County Legislature, shall be held on the subsequent Tuesday of the same week. 210.4 Change of Meeting Time or Place. The County Legislature may, by roll call vote on motion and second, fix a different time or public place or both time and public place for a subsequent regular weekly meeting, but all meetings shall be within Jackson County and be open to the public. 210.5 Minimum Number of Meetings. The County Legislature may by resolution designate Mondays on which no regular meeting is to be held, but there shall be no fewer than forty-eight regular weekly meetings each year. Attorney Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
