A RESOLUTION recognizing and congratulating Ramona Arroyo during Women’s Month.

RESOLUTION NO. 22221, March 23, 2026

 

INTRODUCED BY Manuel Abarca IV, County Legislator

 

 

Body

 WHEREAS, Women’s History Month recognizes the leadership, accomplishments, and impact of women who strengthen their communities; and, 

 

WHEREAS, Ramona Arroyo was born December 3, 1956, in Kansas City to Felix and Ramona Arroyo, who migrated from Mexico; and,

 

WHEREAS, Ramona graduated from St. Mary’s College before entering the police academy and later returned to school to earn a master's degree; and,

 

WHEREAS, Ramona was the first Latina to enter the Kansas City Police Department; and,

 

WHEREAS, Sgt. Ramona Arroyo retired from the Kansas City Police Department after 32 years of service; and, 

 

WHEREAS, Ramona is very active as a leader in the Kansas City Hispanic Westside Community; and,

 

WHEREAS, her efforts in the early 1990’s helped save Kansas City’s first Mexican Catholic Church, Our Lady of Guadalupe, from closing its doors; and,

 

WHEREAS, she formed the Our Lady of Guadalupe Shrine Association to maintain and upkeep the Our Lady of Guadalupe Shrine from the Diocese of Kansas City-St. Joseph; and, 

 

WHEREAS, after 30-plus years, Ramona is still active at Sacred Heart Guadalupe Parish, where she currently serves as Office Manager and Director of Religious Education; now therefore,

 

BE IT RESOLVED that the Jackson County Legislature congratulates Ramona Arroyo on her many accomplishments during Women’s Month.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
