Body
WHEREAS, Justin Cowart, a native of the City of Lee's Summit is one of the three musicians chosen for the National High School Honors Orchestra from the state of Missouri, the only musician from the Metropolitan area; and,
WHEREAS, Justin Cowart is the son of Rick and Brenda Cowart of Lee's Summit, Missouri; and,
WHEREAS, Justin Cowart took up the cello instrument in fourth grade and has continued to excel as an outstanding cellist throughout elementary, middle school, and high school; and,
WHEREAS, Justin Cowart has balanced his pursuit of excellence in music with dedicated achievement in his academic studies, and is in the top five percent (5%) of his high school class; and,
WHEREAS, Justin Cowart has been chosen for the District Orchestra for the past four years as well as the Missouri State Orchestra for the past four years; and,
WHEREAS, Justin Cowart is esteemed for his distinguished cello performances and surpassing love for the field of music; and,
WHEREAS, Justin Cowart will travel to Reno, Nevada in February with the National High School Honors Orchestra in a concert at the American String Teachers Association Conference; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends Justin Cowart for his astonishing accomplishments and hereby extends sincere appreciation for all his hard work and wishes him success and enjoyment in the National Honors Orchestra and all his future endeavors.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
