RESOLUTION NO. 22453, November 9, 2026

INTRODUCED BY Donna Peyton, County Legislator

Body

 WHEREAS, there is a need to establish a standard of operations as it relates to public comments at legislative meetings; and,

WHEREAS, opportunities for public comment can be used to give the citizens of Jackson County a voice during government proceedings; and,

WHEREAS, members of the public requesting to make public comments in an open legislative session are subject to the following guidelines:

1. All comments must be limited to a two-minute limit;

2. Comments must pertain to an item on the current agenda;

3. Public comment is not considered an inquiry and does not require two-way conversation, legislative response, timelines, motion for voting, or immediate resolution;

4. The Chair of the Legislature has discretion as to how often to include time for public comment on Legislative meeting agendas, but all requests must be treated uniformly, for example, it could be determined that public comments will only be heard on the first legislative meeting of each month;

5. Constituents seeking to make public comment should make that request in writing to the Chair of the County Legislature no later than the Wednesday prior to a meeting.

WHEREAS, to be on the list to provide public comment at a Legislative meeting, community members must follow the provisions of Rule 14 of the Rules of the Jackson County Legislature; now therefore,

BE IT RESOLVED that the Jackson County Legislature hereby establishes this policy for public comment in legislative meetings to allow the voice of Jackson County citizens to be heard and maintained as priority.
