Body
WHEREAS, by Resolution 18036, dated November 27, 2012, the Legislature authorized an agreement for the Prosecuting Attorney's Office's No Violence Alliance Project (No VA), a collaborative initiative between key law enforcement leaders in Kansa City to reduce violent crime in Kansas City's urban core through a mix of law enforcement and social service components; and,
 
WHEREAS, the voters and the Legislature authorized the Drug Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purpose of preventing drug use, drug-related, and/or violence-related offenses; and,
 
WHEREAS, the Jackson County Drug Commission has recommended that the County Executive be authorized to execute an Agreement with Rollin Studios, LLC, to produce for the an anti-violence film; and,
 
WHEREAS, this film will be used at call-ins operated by the NoVA Unit of the Kansas City Police Department, in which members of groups identified by the KCPD will be invited to a face-to-face meeting with NoVA leaders, police, and community members; and,
 
WHEREAS, at these meetings, the video will one convey an overall message against violence and the consequences of future violence; and,
 
WHEREAS, the Director of Finance and Purchasing recommends the award of a contract to Rollin Studio, LLC, for the production of this no violence video, at a cost to the County not to exceed $5,100.00, as a sole source; and,
 
WHEREAS, Rollin Studios produced a documentary film in 2011 titled, Kansas City Murder Factory that explored the murder epidemic in the urban core of Kansas City and is uniquely qualified to produce an anti-violence video for Jackson County and will be able to use existing video for this new production; and;
 
WHEREAS, execution of this agreement with Rollin Studio, LLC, is the best interest of the health, safety, and welfare of the citizens of Jackson County; now therefore,
 
BE IT FURTHER RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an agreement with Rollin Studios, LLC, in the total amount of $5,100.00, in a form to be approved by the County Counselor; and,
 
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the agreement.
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
