IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title A RESOLUTION authorizing the County Executive to execute a Service Application for Enhanced 9-1-1 Service and a Purchase Order with the Mid-America Regional Council and other member counties and Southwestern Bell Telephone Co., relating to the upgrade and improvement of the regional E 9-1-1 emergency telephone system, at an additional one-time cost to the County in 1996 of $550,065.00. Intro RESOLUTION #11127, January 16, 1996 INTRODUCED BY Victor E. Callahan, County Legislator Body WHEREAS, a regional 9-1-1 system provides emergency telephone service for Jackson, Platte, and Cass Counties in Missouri, and Johnson, Leavenworth, and Wyandotte Counties in Kansas (hereinafter referred to as "the Counties"); and, WHEREAS, for over 12 years the Counties have worked cooperatively with one another and with public safety agencies and telephone companies to plan and implement this 9-1-1 system; and, WHEREAS, K.S.A. 12-5301 and RSMo. 190.300 authorize Kansas and Missouri counties to levy surcharges on telephone service to finance the 9-1-1 system and to make appropriate expenditures for its implementation; and, WHEREAS, the Mid-America Regional Council (hereinafter referred to as "MARC") has coordinated the planning and implementation of the regional 9-1-1 system since its inception; and, WHEREAS, a committee of MARC, with representatives from all of the Counties and other public safety agencies (hereinafter referred to as "the Policy Task Force"), has undertaken a study of the region's 9-1-1 system to assess its strengths and weaknesses and to recommend policies relating to the upgrade, expansion, cost-sharing and ongoing coordination of the 9-1-1 System; and, WHEREAS, the Policy Task Force developed a policy statement that was approved by the MARC Board of Directors on November 30, 1993, and by several of the County governments served by the system (hereinafter referred to as "the Policy Statement"), including Jackson County, by Resolution 10212, dated March 7, 1994, which statement recommends that the 9-1-1 premise equipment at the public safety answering points be upgraded and the cost of the upgrade and ongoing operation of the system be shared by the Counties based upon population and that a fixed percentage of the monthly operating cost be provided to MARC for ongoing coordination and management of the system; and, WHEREAS, the Policy Statement recommends that 9-1-1 system provide a single number for reaching the emergency system, provide, at a minimum, certain operating features throughout the metropolitan area, maintain the quality and reliability of the 9- 1-1 system throughout the region, ensure that costs for the system are shared equitably among the Counties, provide flexibility for the Counties to enhance service at local expense, and encourage the ability to provide state-of-the-art equipment to public safety answer points; and, WHEREAS, since completion of the Policy Statement, the Policy Task Force developed a proposal in cooperation with Southwestern Bell Telephone Company to install and operate certain equipment necessary to implement the recommended objectives of the Policy Statement; and, WHEREAS, the proposal called for the lease of certain answer point equipment, established detailed plans for sharing costs among the Counties, and outlined a process for installation, training, and ongoing oversight of the system; and, WHEREAS, by Ordinance 2418, dated June 5, 1995, the Legislature did authorize the execution of an Interlocal Cooperation Agreement which provided for the upgrade and operation of the regional 9-1-1 system in two phases, and appropriated funds to cover the upfront costs of Phase I of the upgrade; and, WHEREAS, Phase I, which dealt within the 9-1-1 answer points outside of the Cities of Kansas City and Independence, which do not utilize automated call distributor (ACD) technology, has been largely completed, at a very slightly increased cost; and, WHEREAS, in October 1995, the Policy Task Force and the MARC Board of Directors approved cost estimates for Phase II of the project, concerning answer points utilizing ACD technology operated by the City of Kansas City Police and Fire Departments, the City of Independence Police Department, and the Metropolitan Ambulance Service Trust; and, WHEREAS, Jackson County's share of the one-time cost of Phase II is $550,065; and, WHEREAS, the Counties, MARC and Southwestern Bell Telephone Co. desire to enter into the attached Service Application and Purchase Order to provide for Phase II of the upgrade and operation of the regional 9-1-1 system; and, WHEREAS, the execution of these documents is in the best interests of the health, welfare, and safety of the citizens of Jackson County; therefore, BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute the attached Service Application and Purchase Order and any and all other documents necessary to effect Phase II of the upgrade and improvement of the regional E 9-1-1 emergency telephone system; and, BE IT FURTHER RESOLVED that the Manager of the Division of Finance be and is hereby authorized to make all payments including final payment on the Interlocal Cooperation Agreement, Service Application, and Purchase Order...Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
