Body
WHEREAS, the Sheriff's Office is in need of fifteen patrol vehicles; and,
WHEREAS, the Director of Finance and Purchasing solicited formal written bids on Request for Proposals No. 40-14 for the three-year lease/purchase of these vehicles; and,
WHEREAS, a total of twenty-seven notifications were distributed and six responses were received, five of which were determined to be non-responsive, with the remaining bid evaluated as follows:

WHEREAS, the Director of Finance and Purchasing recommends the award of a contract for the lease/purchase of fifteen patrol vehicles to Landmark Dodge of Independence, MO, under the terms and conditions of Request for Proposals No. 42-14, at an actual annual cost to the County beginning in 2015 not to exceed $186,155.00 and an actual three-year cost not to exceed $558,464.00, for the reason that has submitted the lowest and best bid; and,
WHEREAS, Landmark Dodge has proposed, and the Director of Finance and Purchasing recommends, that the lease/purchase financing of this transaction be awarded to Mears Motor Leasing of Orlando, FL; and,
WHEREAS, the recommended financing award includes the base vehicle and emergency equipment costs of $514,155.00 plus interest at the rate of 4.25 percent, with the first annual payment not due until 2015; and,
WHEREAS, the availability of funds for this purchase is subject to annual appropriation; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be, and hereby is authorized to make all payments, including final payment, on the contracts, to the extent that sufficient appropriations to the using agency are contained in the then current County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
