Body
WHEREAS, various County departments have need of roofing services for County owned buildings and assets; and,
WHEREAS, the Interim Director of Finance and Purchasing has solicited formal written bids on Invitation to Bid No. 26-037 for the furnishing of such roofing services; and,
WHEREAS, in order to attract better pricing and promote competition among bidders, the proposed contract term was extended to twenty-four-months, with one (1) twelve-month option to extend; and,
WHEREAS, a total of 1,988 notifications were distributed and two (2) responses were received and evaluated from the following:
BIDDERS
Delta Innovative Services
Kansas City, KS
Blue Chip Roofing and Waterproofing
Lee’s Summit, MO
and,
WHEREAS, following evaluation of the responsive bids received, the Interim Director of Finance and Purchasing has recommended that the contract be split and awarded to the two (2) responsive bidders to ensure services may be obtained if one supplier is unavailable or to ensure the lowest cost for the job requested; and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code 1984, the Interim Director of Finance and Purchasing recommends the split award of a twenty-four-month term and supply contract, with one (1) twelve-month option to extend, for the furnishing of roofing services to Delta Innovative Services of Kansas City, KS and Blue Chip Roofing and Waterproofing of Lee’s Summit, MO, for the reason that they are the lowest and best bidders; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with availability of funds for specific purchases subject to annual appropriation, with an annual estimated usage of $350,000.00; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Interim Director of Finance and Purchasing, and that the Interim Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award and any extensions; and,
BE IT FURTHER RESOLVED that the Interim Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agencies are contained in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
